The Rockwell Automation bulletin 154 starting torque controller (STC) is fully solid state, it does not come equipped with a bypass, and one is not required. The controller is designed to run on full load motor current. It is designed to reduce system shock that is typically seen when directly starting on line voltage. The STC is rated for 600V AC three-phase motor up to 12 A
