The mini DisplayPort to VGA converter works as a transmitter, translating digital signals to analogue signals. A digital signal comprises of multiple time-separated bits of data, whereas an analogue signal is a continuous wave of data. The converter works to translate the way data is presented in one form (digital) into the desired output form (analogue).

To convert from mDP to HDMI, the converter needs to boost the voltage for HDMI to 5v. The mini DisplayPort adapter will also be capable of sending out TMDS signals to support HDMI outputs.
